Membership of the organization is exclusively preserved for Nigerian citizens, and is open to all youth, both male and female, irrespective of political and social status, ethnicity, State of origin or religious affiliation.

In line with the Corp’s objective to positively pre-occupy youths through its job creation initiative for the teeming number of unemployed youths, serving as a panacea for checking the high rate of youth involvement in crime and social vice, PCN engages the services of unemployed youths with a minimum academic qualification of Senior Secondary School Certificate Examination (SSCE), and within the ages of 18-35 years. These youths, who after the Mandatory Basic Training, are given the status of Officers or Men and are thus entitled to monthly stipends, paid jointly by the organization and the direct beneficiary of their services.
